Here's a rough illustration of the Washington DC local advertising entry points for most local/regional businesses, in terms of advertising and marketing costs vs. "engaged reach" - i.e. expected and realistic reach to people and eyeballs who would probably pay attention to the ads. This is based solely on our professional experience and findings.
